Every local authority in Britain could have a new 'roads tsar' to mastermind roadworks if a government bill gets the green light this autumn.
Unnecessary delays from road works cost 2 billion a year, the RAC Foundation claims. It is backing the government bill and calling for better regulation and stiff fines for utility companies whose roadworks overrun.
The bill would also let councils co-ordinate schemes so utility companies work together.
